Board

Michał Hetmański

President of the Board

He is responsible for Instrat's research and advisory work on just transition with coal regions, as well as projects on labor market and tax systems. He gained experience working for an employer association, transaction advisory firm in Germany and in the public sector or as World Bank consultant. Studied in Poland (SGH Warsaw School of Economics), Germany (University of Cologne) and Swizerland (St. Gallen University).

Patryk Berus

Communications Manager

Public policy and communications expert. Patryk gained experience: as a public affairs manager in an international PR agency, one of  organisers of the Impact CEE conferences and as a public servant at the Chancellery of the Sejm. His expertise focuses on the digital economy, urban mobility and energy sector. He studied at the University of Warsaw, Aarhus Universitet in Denmark and Kyungpook National University in South Korea. At Instrat Foundation he coordinates all communication activities.

Aleksander Szpor

Head of Just Transition Program

Aleksander has more than 10 years of experience in public policy, gained in governmental administration and think-tanks. Previously he worked at the Polish Economic Instutite and Institute for Structural Research. His publications focused on areas related to energy transition, with just transition in coal regions in particular, energy poverty, coal mining sector and hydrogen economy. Aleksander is a graduate of political science at the Cardinal Stefan Wyszyński University in Warsaw and College of Europe in Natolin. Over the last years he coordinated and worked on projects with ministries, regional governments, institutions of the European Commission and leading research institutes and universities from all over Europe.

Michał Smoleń

Head of Energy & Climate Program

For over 5 years as a consultant at PwC Poland he implemented technical assistance projects for Polish and international organisations, including the public sector, e.g. in the area of energy transition. Previously a fellow of Res Publica Nowa. At Instrat he leads policy work on Poland’s and EU climate and energy policy. Graduated in Sociology, Philosophy and Cultural Studies at the University of Warsaw.

Blanka Wawrzyniak

Head of Digital Economy Program

Analyst of Polish and European regulations. She became knowledgable in European law during her work at the Permanent Representation of Poland to the EU in Brussels. Moreover, she gained experience in the field of competition and consumer law in the Allen & Overy law firm. She studied at the University of Lodz, Vilnius University and University of Antwerp.

Bernard Swoczyna

Chief Expert - Energy & Climate Program

MSc in Power Engineering at the Faculty of Power and Energy of the Warsaw University of Technology and PhD candidate at Warsaw University of Life Sciences (Cities as a Subject of Climate Policy). Expert on energy systems, renewables, refrigeration, energy efficiency and storage. Until recently specialist at WWF Poland with focus on RES and energy storage. Author of numerous projects for the food industry, producers of polymer components and retail chains.

Wojciech Przedlacki

He worked for ABB and 50Hertz, where he analyzed the offshore wind sector and power system restoration procedures after a blackout. At Instrat, he is responsible for the development of databases and data visualization tools. Graduated in Electrical Engineering from Wroclaw University of Technology and RWTH Aachen.

Stanisław Stefaniak

Senior Regulatory Analyst - Sustainable Finance Program

PhD candidate in law at AMU in Poznań, where he obtained law degree and studied philosophy. Attorney-trainee at the Warsaw Bar Association. He advised financial institutions in regulatory and transactional matters working for leading Polish law firms.

Jan Balcerowski

Junior Analyst

Student of Behavioural Economics at Warwick University (BSc – Economics, Psychology and Philosophy). His interests focus on regulatory aspects of climate policy on economics and new challenges posed by changes in Polish energy mix. Working on a student advisory project at Warwick Consulting Society he delivered a report on net-zero industrial clusters for the National Grid. He also gained experience as an analyst in EY, covering off-shore wind farms and sustainable heating projects. In Instrat Foundation he works on energy transition and sustainable finance.

Jakub Bryksy

Junior Analyst

Student of Economics, Politics and International Studies (BSc EPAIS) at the University of Warwick in the UK. He is interested in the global aspect of the transition towards a low-carbon economy. At Instrat he helps with the GHG emission accounting and forecasting (Climact) and with development of the coal mining database at energy.instrat.pl.

Izidor Ostan Ožbolt

Junior Analyst

Master’s student of Economics from University of Ljubljana (Slovenia) with vast interdisciplinary knowledge about social aspects of energy transition. Author and co-author of position papers and different publications established in cooperation with social partners (trade unions and NGOs). Since 2019, member of the Working Group on Just Transition at the Ministry of Infrastructure in Slovenia. Izidor is currently writing a master’s thesis on the technical, socio-economical and environmental aspects of the decarbonisation of Slovenian power system. Erasmus+ Scholarship holder.

Jan J. Zygmuntowski

Secretary of the Programme Council

Economist studying the fields of development, economic systems, innovation theory and digital economy. PhD candidate at Kozminski University, graduate of the Warsaw School of Economics (SGH), G20 Global Solutions Fellow and British Council and Møller Institute FLC Fellow. His previous experience includes e.g. work at Polish Development Fund. He advises and supports tech projects with positive social impact. Author of “Kapitalizm sieci” (eng. “Network capitalism”).
