Less than 1% of Poland’s population lives in municipalities where a significant proportion of income comes directly from the coal industry. Instrat experts have calculated that the compensation for municipalities affected by decarbonisation in the worst-case scenario should not exceed several hundred million PLN per year. In 2021 alone Poland earned around PLN 25 billion from the sale of CO2 emission allowances, which could be used for this purpose. Read the executive summary of our report.
