Public policy and communication expert. Patryk gained experience at an international PR agency as a public affairs manager, co-founded Impact CEE congresses and worked as a civil servant at the Chancellery of the Sejm. His areas of expertise are digital economy, urban mobility and energy. He studied at the University of Warsaw, Aarhus Universitet in Denmark and Kyungpook National University in South Korea. At the Instrat Foundation, he directs communication activities. 

Meeting with the EU Commissioner Elisa Ferreira in Brussels and discussions on the approval of the state aid for just transition in Poland’s lignite sector

Together with ten other NGOs and expert groups, we addressed the EC Leadership and Commissioners responsible for Cohesion and Reforms, Energy, Climate, Employment and Social Rights and Competition. Our request focuses on the fast approval of state aid for social protection for workers in Poland’s electricity and lignite mining sectors.

Policies for a Sustainable Hydrogen Economy in Europe

Instrat experts Michał Smoleń and Wojciech Żelisko are co-authors of a Policy Brief by “Policies for a Sustainable Hydrogen Economy in Europe” within the EUKI project “Green(ing) H2”. They aim to indicate the correct direction for the development of a regulatory framework for the European green hydrogen economy, particularly for Poland, Germany and Portugal, which will be compatible with national hydrogen strategies and the wider development of a sustainable energy system.

Frans Timmermans visits Eastern Greater Poland – takeaways for the just transition model

18th May 2023 Vice President of the European Commission Frans Timmermans visited the Eastern Greater Poland region, which is on track to phase out coal by 2024 – decades ahead of the rest of Poland. This initiative could serve as a model for the just transition of other coal regions in the country. However, decision bottlenecks in both Warsaw and Brussels threaten to hinder progress. Instrat works closely with stakeholders in the region to make the just transition happen.
